Savin has been involved in three phases of this program. The first phase was completed in 1994 and was conducted in the Oakwood Beach combined sewer area. Savin was responsible for land-side and water-side field reconnaissance to locate CSO outfalls. Sewer maps were prepared or revised based on actual field conditions. Savin installed and maintained flow monitors and rain gauges so that dry-weather and wet-weather flow rates could be determined. We were also responsible for collecting wet-weather samples from CSO outfalls.

Phase II was conducted in the Coney Island combined sewer area. The Engineer identified sections of storm sewer and combined sewer downstream of regulators that appear to have improper sanitary sewer connections. Savin conducted television inspection of the sewers to accurately locate the position of house and building connections. The buildings were then dye tested to confirm if the sanitary systems are connected to the storm sewers.

Phase III was conducted in Brooklyn and Staten Island. Savin installed up to 25 continuous flow meters and rain gauging equipment throughout the study area. The data will be used in the SWMM model to estimate dry and wet weather flows, overflows, and in-line storage capacity.
